Dystopia or Paradise?

This image of indoor balconies to an apartment building stirred some eerie feelings. Is this a good idea to have an indoor balcony in your apartment, and a great way to socialize with your neighbors?

Or does it strike you as it does me, a dystopian, claustrophobic attempt to mimic a structure that would normally get you outside of your apartment to bask in the glory of outside? Is this our future?
