Putin’s latest strategy to save Russia’s birth rate is straight out of a sitcom. Imagine a “Ministry of Sex,” complete with government-funded first dates and cash incentives for baby-making. They’re even considering cutting internet access at night to set the mood. With all this effort, the real challenge might be convincing Russians this isn’t a prank.
