The article mentions “sex”, but I think this is gratuitous. The point it that this is a construction that will spin to provide full gravity on the moon.
A lot of science fiction speculates that people who live on the moon eventually would not be able to go back to Earth because they would not be used to the gravity. This would help with that problem.
If this can be done cheaply and efficiently, then it is a great solution!
