In the beginning, Putin was rather careful in avoiding civilian casualties, going exclusively for military targets.
Since the first round of negotiations were over before they started, Putin is inflicting more pain on the population.
According to the Wall Street Journal:
“After beating off an initial Russian offensive, Ukraine is now preparing for a second wave of Russian attacks focused on major population centers around the country, Ukraine’s national security adviser, Oleksiy Danilov, said in a social-media post Sunday.”
But in truth, Ukraine never beat off the Russian offensive. Russian was always in control.
And this will continue to get worse until Ukraine goes to the negotiating table.
